To program the TINY15L, these are the required things:

1. An in-system programmer (ISP) that supports AVR devices.
2. A programming software on your PC that supports that supports the programmer you have
3. Six connections between the programmer and the chip: MOSI, MISO, SCK, RESET, VCC and GND.

Usually, it the program is written in C. The datasheet describes the programming interface and the required signals in detail.
